Off-road vehicle owners are being reminded to ride and drive their vehicles in approved locations or be prepared to pay the consequence. The hard line on off-road vehicles follows continued issues throughout the Shire's many parks and reserves.

In the Shire of Kalamunda off-road vehicles can only be used on private land with the permission of the land owner.

There is no public land in the Shire of Kalamunda where off-road use is permitted. Penalties, ranging from $500 - $1,000 will apply if found driving or riding in a non-permitted area

There are a number of public areas where off-road vehicle use is permitted, including Chidlow, Gnangara, Ledge Point, Lancelin and York. These sites are set aside for certain classes of off-road vehicles. Details relating to the location of the sites can be obtained from the relevant local Council or the Department of Conservation.

For more information please contact the Shire of Kalamunda on 9257 9999.

Focus on Asset Upgrades

Kalamunda Council has met for 2009-2010 Budget discussions, facing a tough economic climate and a 300% rise on the State Government Waste to land fill Levy from $8 to $28 per tonne. This combined with an asset assessment indicating vital restoration works are required to major community facilities within the Shire.

Shire President Donald McKechnie said, "The Shire of Kalamunda is proud of its very prudent financial management strategies. It is debt free and has $4 million in Reserves. However we also have an estimated infrastructure backlog of over $18 million dollars. Many of our buildings and facilities are years old and require upgrades and additional urgent maintenance. These include the Swimming Pool, Ray Owen Reserve, Performing Arts Centre, Hartfield park, Shire Depot and numerous others."

"The Shire's Reserves will not adequately provide sufficient funds for the relevant upgrades and maintenance required. This, combined with the 70% reduction in income generated from investments, has required us to review our financial strategies. We require prudent and responsible financial management in order to address these issues. This includes the possible introduction of differential ratings for industrial, and residential properties and loan arrangements. The current emphasis on low returns and loss of earnings from investments provides an excellent time to lock in low interest rates on borrowings. It is to be noted that the rates we can now borrow from Treasury have not been seen in Australia in generations. Council guarantees that any debt, is only to be used for the acquisition or upgrade of assets and not for operating expenditure."

"We are also expecting an estimated average annual rate increase of $65 per household per year, or $1.23 per week. It is anticipated that 2.5% of the estimated rate increase will commence the required increase in spend on the maintenance and renewal of buildings, roads, drains and footpaths." He said.

YOUNG ONES hit the road

THE madcap antics of Vyvyan, Neil, Rick and Mike had Goldfields audiences in fits of laughter earlier this year - and now Perth fans of the smash hit TV show The Young Ones will be able to 'join the freedom moped ride' as well.

Production manager and Stage Left Vice President Lisa van Oyen said enthusiastic negotiations have been underway for quite some time between Stage Left; the three writers of the original hit TV show and the coordinator of Kalamunda Performing Arts Centre, Melanie DeCull.

Melanie said, "The show appeals to all ages, lovers of the hit BBC TV show, the theatrical exploits and insane humour, and witnessed the youth who have never seen the series revel in the madcap 80s style which instigated many of today's comedy tv shows."

Stage Left are a relatively young theatre troupe, and have created a strong reputation for shows with a difference including the 2008 production Pirates of Penzance - theatre in the bush. The troupe staged an outdoor theatre show complete with three course dinner, bar, accommodation and breakfast at a sheep station approximately 30 minutes east of Kalgoorlie.

"Stage Left's motto is to 'take theatre to the people' because a Troupe travels about - so when this opportunity knocked, we decided to grab it!" said van Oyen.

Director Julian Canny adapted a number of Young Ones episodes to create the play, which made its world debut this year, with Stage Left staking a claim as the first community theatre to ever be granted the rights to adapt the show to stage. The three writers; actor/author Ben Elton; actor Rik Mayall and writer Lise Mayer each have again given their blessing; and support the touring production. Mr Canny said Perth fans of the show will be guaranteed a night of laughs with anarchy, plate smashing, lentils, poetry, a live band and Sir Cliff Richard!

The Young Ones will perform an exclusive one show only at 8pm on Saturday August 15 at the Kalamunda Performing Arts Centre, Canning Road in Kalamunda. Tickets are $25 Full and $20 Concession. Bookings open through TAZ Tix with full details at www.tazentertainment.com.au
